Hong Kong telegram of 12th September.
This afternoon (?) several Japanese boycott pickets seized a motor launch and cargo boat belonging to the Anglo-
American Transport Company bringing British goods from the
Hong Kong steamer to Shamien, and took them away. There
were no Japanese goods involved, and the vessels were
eventually released.
This, however, shows that the pickets are
becoming more agressive, and I earnestly support the
Governor's request that I may be authorised to threaten retaliatory measures on further interference with British
goods. If the measures already suggested are unacceptable,
I recommend seizure of the Government launches until
satisfaction is received.
